This article discusses the development of European-Mediterranean relations, and EU policies towards the Israel-Palestine conflict in particular, in the con-text of the European Neighbourhood Policy (ENP) and the Union for the Mediterranean (UfM). The article considers the ENP and UfM as building stones in a foreign policy regime on behalf of the EU. The idea of analyzing EU policies as a regime is inspired by Roland Dannreuther, who in an article in 2007, quoting Stephen D. Krasner, suggested that EU’s greater Middle East strategy could best be defined as one of regime building, where the purpose of the regime is to ‚define rules, norms, principles and procedures that focus expectations regarding international behavior‛.
