The effects of fiscal institutions on budget deficits, the level and composition of government spending, and the level of government indebtedness are topics of active interest in both economics and political science. Much of the motiva-tion for ongoing research on these issues stems from the fiscal policy experi-ence of developed nations during the last two decades, particularly the rise of substantial peacetime budget deficits. As policymakers have sought methods to reduce deficits and limit the growth of government debt, they have considered a range of possible changes in the institutional structure for fiscal policymaking.
