It is vital that conservation and rehabilitation of natural resources are incorporated into a development plan to protect both urban and rural environments. Local people and community organizations should be urged to play a more active role in management of natural resources. Where possible, economic instruments should be used to control and guide such management. Furthermore, more efficient use should be promoted so that natural resources can be used to the greatest possible advantage for the economy as a whole while minimizing any negative environmental impacts.
