2) In accordance with Resolution Conf. 9.24, Annex 4 on "Precautionary Measures", (A): "When considering proposals to amend the appendices, the Parties shall, in the case of uncertainty, either as regards the status of a species or as regards the impact on the conservation of a species, act in the best interest of the conservation of the species. " Specifically, to eliminate the problem of ineffective enforcement controls (see sections 3.4.2 and 4.3.1 of this proposal). 3) Retrospectively, in accordance with Resolution Conf. 9.24, Annex 4 on "Precautionary Measures", (B)(2): "Species included in Appendix I should only be considered for transfer to Appendix II if they do not satisfy the relevant criteria in Annex 1.
