The paper begins by outlining a discussion of the roles of third sectors and forms of state and market regulation within welfare regimes. Welfare regime types are discussed in relation to citizenship and a typology is developed which combines citizenship, welfare, regulation form and professionalisation. The paper goes on to present initial data from a research project designed to gauge comparatively, features of third sector welfare organisations in Australia, Russia and Sweden. While Australia's welfare third sector activist base is less institutionalised than that of Sweden's, both present a very different picture to Russia where the sector is strongly underlain by top-down principles
