This paper analyzes the evolution of China’s fiscal system, budgetary decision-making and intergovernmental relations in the country’s de facto fiscal federalism. Focusing on the involuted nexus between the challenges posed by central-peripheral conflicts, ethnoterritorial aspirations, income and wealth inequalities, interregional economic disparity and the evolving role of the one-party State in the economy and society, this paper provides a detailed analysis of China’s tortuous road of fiscal evolution and reform and its intricate link with the country’s treacherous journey of politico-economic transition
