Conference Presentation This paper was presented at the request of the organizers of a United Nations Habitat II preconference on housing issues facing special population groups. The conference, The Housing Question of the ‘Others ’ was held in Ankara, Turkey (November 23-25, 1995). One section focused on the housing situation of immigrants and refugees.
