This study considers the consequences of the Internet for civic engagement and, in particular whether technological change wil l widen the pool of activists, or whether it will reinforce the participation gap between the engaged and the apathetic. The first section outlines alternative theories of internet activism. The next develops a typology of net users, and analyzes their social profile and civic attitudes in the 1996 and 1998 US elections. The conclusion considers the implications for whether this new medium has the capacity to transform which voices are heard in American democracy
