ASEF was established in February 1997 by members of the Asia-Europe Meeting (ASEM). It is based in Singapore and reports to a Board of 26 Governors com-prising members from the 25 ASEM countries and the European Commission. Its mission is to build bridges between the civil societies of Asia and Europe, by pro-moting cultural, intellectual and people-to-people exchanges between Asia and Europe, with a view to building up of a rich network of institutional linkages an
