ii The involvement of indigenous peoples in natural resource management varies widely around the world, and invariably involves complex interactions. This paper examines the experiences of indigenous peoples in Canada and the Philippines with respect to their participation in fisheries management and policy, and how the mismatch between formal frameworks and local practice affects this participation. Combining approaches based on sustainable livelihoods and those relating to rights over natural resource access and management proves a useful vehicle for positive change in collaboratively improving the situation of indigenous peoples.
