Based on an analysis of relevant legislation, this study reviews the political economy of the allocation of powers over natural resource management between the Zimbabwean State, rural district councils and local communities. The allocations are critically examined in relation to citizen empowerment. An analytical toolkit, derived from a review of relevant literature, is provided for holistically scrutinizing the extent and operation of accountability between and within decentralized governance units and other units above and below them.
