This manual is intended to provide information to assist States in conducting sanitary surveys of public water systems subject to the requirements of the Ground Water Rule. The U.S. Environmental Protection Agency believes that a comprehensive sanitary survey is an important part of helping water systems protect public health. The statutory provisions and EPA regulations described in this document contain legally binding requirements. This guidance is not a substitute for applicable legal requirements, nor is it a regulation itself. Thus, it does not impose legally-binding requirements on any party, including EPA, States, or the regulated community.
